    Long Island Sound Dredged Material Management Plan (DMMP) Project

    In February 2005 joint letter, the governors of Connecticut and New York requested that the Corps of Engineers participate in the development of a Dredged Material Management Plan (DMMP) for the Long Island Sound Region. The Corps developed a Preliminary Assessment and a Project Management Plan (PMP) for the DMMP. The PMP documents the project scope, budget and schedule and the financial responsibilities of all DMMP participants as identified by the Project Delivery Team (PDT). The PDT is comprised of representatives of the New England and New York Corps Districts of the U.S. Army Corps of Engineers, Regions I and II of the U.S. Environmental Protection Agency, and representatives of Connecticut's Environmental Protection and Transportation departments, New York's State and Environmental Conservation departments, and the Rhode Island Coastal Resource Management Council.

    In 2007, the Corps published a Notice of Intent to prepare a Programmatic Environmental Impact Statement for the DMMP Project. In November 2007, the Corps held a series of Scoping Meetings in Connecticut and New York. A Dredging Needs Assessment and an Inventory of Potential Upland Placement were the first efforts undertaken on the project since the information from these efforts are needed to assist in insuring that alternatives formulated can address the future needs. Additional work is planned or underway related to updating economic benefits of the navigational industry on local economy, developing a cultural inventory and an environmental inventory to be used in screening efforts, and an investigation of potential federal and state programs or regulations related to dredging that would affect navigational facilities.
